Administrators are users with special priviledges. There are several different groups:

Sysop

Sysops are there to take care of the pages. They can delete pages or protect them against editing. They also have access to special system pages.

Bureaucrat

Bureaucrats can ban users or promote user to sysop or bureaucrat.

Finding an administrator

If you are looking for an admnistrator, you can look at Special:Users. Users which are part of some group will have it listed after their name in parenthesis.
