When a logged in user is editing a page, he/she has the option to mark his/her edit as minor.

Edits are considered minor when no important information is changed: for example a grammar correction or adding of more hyperlinks is a minor edit.

On the other hand, when you add a new paragraph or change word order, such edit probably isn't minor and should not be marked as such.

Anonymous users never have the option to mark their edits as minor.
